HB 2031 and HB 4097, passed during the 84th legislative session, require rule changes to develop an expedited permit process for the diversion of marine seawater. Additionally, HB 2031 requires an expedited permit process for the discharge of both treated marine seawater and waste resulting from the desalination process. TCEQ will implement these bills in a joint rulemaking.
