On January 21, the Texas Department of Insurance (TDI) finalized their rules concerning the regulation of health benefit exchange navigators. Under the rules, Navigators have until March 1, 2014, to register with TDI and until May 1, 2014, to complete the required 20 hours of courses that consist of TDI-certified, Texas-specific training. 
 
In addition to required 20 hours of state training, the rules also require Navigators to undergo background checks and to provide proof of identity. The rules also prohibit navigators from charging consumers, selling or negotiating health insurance coverage, recommending a specific health plan, or engaging in electioneering activities or supporting any candidate running for political office.
