A U.S. House committee chairman on Wednesday introduced a revised version of legislation to overturn two recent Supreme Court rulings that narrowed the scope of the federal clean water law. H.R. 5088 – America’s Commitment to Clean Water Act (ACCWA) would delete the term “navigable” from the law. It would replace the word with the current regulatory definition of “waters of the United States.”

 

The revised bill would codify exemptions from the law for converted croplands and waste treatment systems and clarify that groundwater supplies are considered separately from “waters of the United States.”
