To establish an enterprise-wide expedited rules process that ensures processing of rules that must be effective September 1, 2011, conforms to that timeframe. The expedited process only will be used for rules that are legislatively or federally mandated to be effective September 1, 2011.
The timeline identifies two optional timeframes for expedited rule processing, one allowing proposed rules to be published prior to the agency council meeting. If an agency determines that a rule is legislatively or federally mandated to be effective September 1, 2011, the agency should contact its relevant HHS Senior Policy Advisor and develop a plan to meet the timeframes to ensure an effective date as outlined in the attached Expedited Rulemaking Process Timeline.
