The House has refused to concur in Senate amendments to HB 1, the budget bill for the 2012-2013 biennium, with 103 ayes and 18 nays.
Adopted instructions to the conferees include:
- Adhering to reallocation of family planning funds in the House version
- Not expending any additional Rainy Day Funds (RDF), monies from the Economic Stabilization Fund
- Not change the substance of the section stipulating fees are contingent on legislation
- Reallocate funding from the Emerging Technology Fund to public education, nursing homes and libraries
- Prioritizing “found” money to human services and public education
- Prioritizing funding for women’s health
The instructions are not binding on the conferees but do have to be considered by the House conferees.
