Last month, several committees and agencies heard testimony in regards to the February 2 Electric Reliability Council of Texas (ERCOT) order of  rolling, temporary power shutoffs as temperatures plunged below freezing statewide and caused shutdowns of multiple power plants.

Representative Sylvester Turner has filed a bill relating to prevention of blackout conditions. HB 1986 relates to the authority of the Public Utility Commission of Texas to ensure the Electric Reliability Council of Texas has adequate reserve power to prevent blackout conditions.
