The Department of State Health Services (DSHS) Division for Mental Health and Substance Abuse Services announced the expected availability of grant funds for State Fiscal Year (SFY) 2011 to provide substance abuse treatment services and outreach, screening, assessment, and referral services.

 

It is expected that the initial program attachment period will begin on or about September 1, 2010, and end on August 31, 2011, and will be made for a 12-month budget period. 

 

The program attachment may be renewed for up to four (4) one-year period(s), with renewal initiated at the sole discretion of DSHS.  Continued funding of the Project in future years is contingent upon the availability of funds and the satisfactory performance of the contractor during the prior budget period.  Funding may vary from year to year and is subject to change within each budget period.   In Fiscal Year 2011, approximately $72,788,000 is expected to be available to fund all contracts.

 

DSHS intends to allocate funding to move towards regional allocations based on population (75%), poverty (20%), and incidence of substance abuse (5%) while minimizing shifting funding between regions to reduce the effect on existing infrastructure. DSHS will balance funding decisions with the importance of infrastructure preservation, best value factors and other selection criteria.

 

DSHS has determined that it will continue to make general revenue funding available to for-profit entities. Total statewide funding available to for-profit entities will be approximately $6,000,000.

 

If respondent is proposing services in multiple Regions, complete and separate proposals are required for each Region. 

 

All respondents will budget and provide a five percent (5%) match based on the amount requested to be awarded. Match may be provided either in cash or in-kind.  Cash match must be made from funds eligible to be used as matching funds.

 

Awards resulting from this Request for Proposals will not include costs associated with service start-up.
