Yesterday, the Senate Committee on State Affairs met to discuss SJR 1 by Senator Steve Odgen, related to applying to the Congress of the United States to call a convention to propose an amendment to the Constitution of the United States to provide for a federal balanced budget, and SJR 10 by Senator Florence Shapiro, related to applying to the Congress of the United States to call a convention to propose an amendment to the United States Constitution to require a balanced federal budget. With great similarities between the resolutions, the Senators stood at ease following discussion and testimony for collaboration. Ultimately, Senator Bob Deuell presented a committee substitute for SJR 1 that was adopted and passed in lieu of SJR 1 as presented. The substitute is expected to be presented on the Senate floor next week.
