Last year, The Texas Transportation Commission obtained the services of an independent audit firm, Grant Thornton, LLP, to conduct a top-down management and organizational review of the Texas Department of Transportation (TxDOT). The Commission directed Grant Thornton to perform this review per a recommendation from the Texas State Legislature in 2009.
The audit recommended “sweeping changes,” according to testimony during the House Committee on Transportation hearing last week. Specifically, the report identified TxDOT should significantly alter its leadership structure, reshuffle its executive ranks and reduce the role engineers play in leading the agency. The full audit is divided into two parts. The first part includes recommendations on agency structure, business processes and employee compensation. A second section reviews how the individual units within the agency are performing and includes recommendations for improvement.
The final report, which is available online, was delivered to the Commission during its workshop meeting on May 26, 2010 and was reviewed during the House Committee on Transportation hearing last week.
