Proposed Medicaid Payment Rate for Truman W. Smith Children’s Care Center. Hearing.  Health and Human Services Commission (HHSC) will conduct a public hearing on Thursday, June 23, 2016, at 9 a.m. to receive public comment on the proposed rate for the Truman W. Smith Children’s Care Center, a nursing facility that is a member of the pediatric care facility special reimbursement class of the Nursing Facility Program operated by the Department of Aging and Disability Services. The hearing will be held in compliance with Texas Human Resources Code §32.0282 and Texas Administrative Code (TAC) Title 1, §355.105(g), which require public notice and hearings on proposed Medicaid reimbursements before HHSC approves them. Proposal.  HHSC proposes to increase the reimbursement rate for the nursing facility pediatric care facility special reimbursement class for Truman W. Smith Children’s Care Center from $251.22 per day to $261.74 per day.  The proposed rate will be effective retroactive to Sept. 1, 2015, and was determined in accordance with the rate setting methodology listed below under “Methodology and Justification,” which indicates that payment rates for pediatric care facilities are to be determined annually, coincident within the state’s fiscal year, within available funds.
Methodology and Justification.  The proposed rate was determined in accordance with the rate setting methodology codified at 1 TAC Chapter 355, Subchapter C, §355.307, Reimbursement Setting Methodology.
