Rep. Joe Pickett, Chair of the House Committee on Transportation, has requested a formal opinion from the Attorney General to clarify the authority of the Texas Department of Transportation (TxDOT) to enter into design-build contracts during the 2016-2017 fiscal biennium using funds appropriated for that biennium.
