The State Water implementation Fund for Texas Advisory Committee or SWIFT Advisory Committee was created by the legislature through HB 4 (83R).  According to statute, the advisory committee is required to submit comments and recommendations to the Texas Water Development Board (TWDB) regarding the use of money in the SWIFT for use by the TWDB in adopting rules, policies, and procedures; and to review the overall operation, function, and structure of the fund at least semiannually; the advisory committee is also authorized to provide comments and recommendations to the TWDB on any matter.
 
HB 4 provided that the advisory committee be composed of seven members, three appointees of the Speaker of the House of Representatives, three appointees of the Lieutenant Governor and the Comptroller or a person designated by the Comptroller.
