The Texas Education Agency has proposed new 19 TAC §149.1001, concerning teacher standards. The proposed new section, published in the December 13 Texas Register, would implement the requirements of the Texas Education Code (TEC), §21.351.
 
The proposed new teacher standards have been developed pursuant to the TEC, §21.351, requiring the commissioner of education to adopt criteria that informs the appraisal process for the state's teachers.
 
During the fall of 2013, the TEA convened a stakeholder committee comprised predominately of teachers to develop and articulate performance standards for Texas teachers. These standards will inform the development, in the spring of 2014, of a new state-adopted appraisal process.
 
Proposed new 19 TAC Chapter 149, Commissioner's Rules Concerning Educator Standards, Subchapter AA, Teacher Standards, §149.1001, Teacher Standards, would establish standards in the areas of instructional planning and delivery, knowledge of students and student learning, content knowledge and expertise, learning environment, data-driven practice, and professional practices and responsibilities and would provide descriptors of success with regard to those standards.
