Comptroller Susan Combs said Thursday that after the close of the state’s current 2012-2013 budget, and after appropriations for the 2014-15 biennium there will be an expected surplus of $2.58 billion. Furthermore, Combs projects the Economic Stabilization Fund, also referred to as the Rainy Day Fund, will have a balance of $8.07 billion at the end of the 2014-15 biennium. This balance assumes a transfer to the State Highway Fund of $1.38 billion if voters approve in November 2014.
