SB 332 – Fraser/Ritter – relating to the vested ownership interest in groundwater beneath the surface and the right to produce that groundwater passed the House as substituted and amended on May 24 with 147 ayes and zero nays.
SB 1588 – Ogden/Pitts – Funds consolidation bill – relating to the creation and re-creation of funds and accounts in the state treasury, the dedication and rededication of revenue, and the exemption of unappropriated money from use for general governmental purposes passed to third reading in the House on May 24 as substituted and amended.
SB 661 – Nichols/Solomons – PUC/ERCOT Sunset bill – relating to the continuation of the Electric Reliability Council of Texas (ERCOT), the Office of Public Utility Counsel, and the Public Utility Commission of Texas (PUC) was laid out for consideration on second reading in the House on May 24. The bill was killed by a point of order which was raised and sustained.
SB 293 – Watson/John Davis – relating to telemedicine medical services, telehealth services, and home telemonitoring services provided to certain Medicaid recipients passed to third reading in the House on May 24.
SB 738 – Shapiro/Villarreal – relating to a parental role in determining sanctions applied to a public school campus under certain circumstances was brought before House lawmakers again tonight was passed to third reading in the House on May 24. Rep. Villarreal withdrew his highly discussed parental trigger amendment after a valid point of order was called on the amendment. Villarreal asked the House to pass SB 738 as it came over from the Senate as he moved the bill to third reading.
