Education

HJR 109 – Orr – proposing a constitutional amendment to clarify references to the permanent school fund and to allow the General Land Office to distribute revenue derived from permanent school fund land or properties to the available school fund passed out of the House as substituted and amended on May 11 with 147 ayes and zero nays.

Environment and Energy

HB 1728 – Keffer – relating to energy savings performance contracts passed to third reading as amended in the House on May 11.

Health Care

HB 13 – Kolkhorst – Relating to the Medicaid program and alternate methods of providing health services to low-income persons in this state, passed the House as substituted and amended on May 11 with 112 ayes and 28 nays.

SB 1107 – Davis, Wendy/Howard, Charlie – relating to the vaccination against bacterial meningitis of first-time students at public and private or independent institutions of higher education passed the House as amended on May 6 with 122 ayes and 14 nays. On May 11, the Senate concurred in House amendments to SB 1107 with 29 ayes and 2 nays.

HB 1951 – relating to the continuation and operation of the Texas Department of Insurance and the operation of certain insurance programs was laid out on its third and final reading in the House of on May 11. During third reading, 10 more floor amendments were adopted. HB 1951 as amended passed the House with 101 ayes and 40 nays.

HB 272 – Smithee – relating to the operation of the Texas Windstorm Insurance Association and to the resolution of certain disputes concerning claims made to that association passed the House as substituted and amended with 103 ayes and 38 nays on May 11.

SB 1588 – Ogden – relating to the creation and re-creation of funds and accounts in the state treasury, the dedication and rededication of revenue, and the exemption of unappropriated money from use for general governmental purposes passed the Senate on May 11 as substituted and amended with 31 ayes and zero nays.
