The House Committee on Licensing & Regulation has released its interim report to the 89th Legislature. The report includes updates on agencies and sample legislation for the regulation of lottery courier services. The report includes two samples but does not explicitly recommend either option: 1) enforce the prohibition on couriers and allow a short wind-down period for existing courier services to cease operations with a penalty that continues for courier activity past the wind-down period and 2) implementing a courier service registration process with strict standards of conduct and enforcement authority. Reps. Craig Goldman (R-Fort Worth), Abel Herrero (D-Robstown), and Matt Schaefer (R-Tyler) did not sign the report.
