House Speaker Election

Among festivities of the opening day, including opening remarks and swearing in ceremonies, there will also be an election in the House Chamber for the House Speaker. Texas Secretary of State Jane Nelson will open proceedings as the Texas Government Code directs the Secretary of State to preside at the organization of the House of Representatives.

Procedures to elect a Speaker are typically set by passing a House Resolution; this session, Rep. Todd Hunter (R-Corpus Christi) has authored HR 1. Per statute and the Texas Constitution, House members shall elect a Speaker when the Chamber first convenes in a regular session.

Bill Filing Update

As of today, January 14th, 2,383 House and Senate bills have been filed; this is 833 more bills than were filed by the last day of bill filing during the 88th. Of note, HBs 1-19 and SBs 1-40 have not yet been filed, customarily these low-numbered bills are reserved for leadership priority legislation.

Bill filing continues for the 89th Session until March 14, 2025. For more information, the TLO captures legislative statistics here.
