Texas Health & Human Services Commission (HHSC) indicates that under the new Health Care Reform federal law, Texas will spend more than $22.6 billion on Medicaid to provide coverage for an estimated three million persons. Additionally, in order to expand the social welfare programs as required by the law, Texas will have to spend another $5.4 billion in the next biennium covering an additional 2.1 million individuals.
