TEA Hosting Office Hours on 2025-26 ESSA Consolidated Federal Grant Application
TEA will conduct an “Office Hour” session to support school systems who received Title I, Part A funds and are required to submit the Comparability Assurance Document (CAD) and the Comparability Computation Form (CCF). During the session, we will be available for school systems to ask questions.
Each year, school systems that receive Title I, Part A funding are required to document their compliance with the Title I, Part A comparability of services requirement under the Every Student Succeeds Act (ESSA). All school systems that receive Title I, Part A funding must complete and submit to TEA the CAD survey. School systems that do not meet one of the defined exemption criteria must also complete and submit to TEA the CCF. The CAD is available for completion and submission electronically through an online survey.
The CCF, along with instructions for completing/submitting that form and the instructions for completing/submitting the CAD survey, are available on the Title I, Part A Comparability of services page of the TEA website and through the Grants and Federal Fiscal Compliance Reports and Data Collections (GFFC Reports) secure application, accessible through TEAL.
The deadline for submitting the CAD, and CCF if applicable, is November 14, 2025.
If you have questions about this process, please register for the Title I, Part A – Comparability Requirement Office Hours Session on October 14, 2025, from 2:00–3:00 p.m.

TEA Hosting Office Hours on ESEA Title IV, Part A
Regional Education Service Centers (ESCs) will provide training for the Title IV, Part A, data collection WorkApp. TEA will offer statewide office hour Question and Answer sessions. Participants must register in advance to attend Statewide Office Hour sessions to ask questions about WorkApp submissions and Title IV, Part A, data requirements. These sessions will not be recorded.
As per the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), Title IV, Part A, Subpart 1, sections 4104(a)(2) and 4106(e)(1)(E), TEA is required to collect and publicly report how Title IV, Part A, Subpart 1, funds are being expended per content area by School Year (SY) and the degree to which progress has been made toward meeting program objectives and intended outcomes. School systems must submit data through the TEA Federal Program Compliance (FPC) Smartsheet WorkApp. The Title IV, Part A, School System Special Data Collection will open for data submission on October 1, 2025, and close on December 1, 2025. All school systems receiving a Title IV, Part A subgrant are required to submit the requested data, unless they are using the Rural Education Achievement Program (REAP) and/or Funding Transferability options to redirect 100% of their Title IV, Part A funds to another program.
NOTE: The submission requirement has changed for this year’s data collection. School systems that redirected 100% of their Title IV, Part A funds were previously required to respond to the data collection. Such school systems are no longer required to respond since we are moving to a school year submission cycle.
Register and save the dates for the following Statewide Office Hour Questions and Answers (Q&A) sessions.
