The Texas Education Agency (TEA) has released an update on the effects of HB 2 implementation to the Additional Days School Year (ADSY) initiative. Established through House Bill 3, passed by the 86th Texas Legislature in June 2019, ADSY promotes expanded learning time and reduces summer learning loss.

Effective September 1, 2025, House Bill 2 introduces three key updates to the ADSY program:

  1. Base Calendar Eligibility Requirement Lowered to 175 Instructional Days: In order to access ADSY funding, a participating campus now must provide 175 instructional days in their regular academic calendar. This requirement had previously been 180 instructional days.
  2. Grade Eligibility Expanded to PK-8: Campuses will generate ADSY funding for any student in grades PK-8. This previously had been limited to PK-5.
  3. New Pathway to ¾-day Formula Funding for Campuses Offering 200+ Days. Campuses offering 200 or more full days in their academic year (e.g., 175 regular instructional days and 25+ ADSY days) will receive ¾-day funding. Previously only ½-day formula funding available.

TEA will be hosting a webinar on October 30, 2025, from 2-3pm, regarding key updates to the ADSY program. Registration for the webinar can be found here.

The webinar will cover:

  • New ADSY eligibility criteria
  • Expanded funding opportunities via half-day and three-fourths-day formula funding
  • Strategic approaches to maximize funding and improve student outcomes under the revised ADSY framework, including:
    • Understanding the different ADSY models
    • Best practices for effective implementation
    • PEIMS reporting requirements for ADSY

If your school system is seeking to innovatively restructure the traditional academic calendar and daily schedules through ADSY Full Year Redesign, or to develop an enriching summer program through ADSY Summer Learning, learn more and apply to ADSY Planning and Execution Program via LASO Cycle 4.

More information can be found here. The full correspondence released by TEA can be found here.
