The Railroad Commission (RRC) adopted amendments to §§3.15 and 3.107 at an open meeting on November 18, 2025. The amendments implement House Bill 2663, 89th Texas Legislature, 2025. Amendments, repeals and new rules were also adopted in regards to Chapters 9, 13, and 14 to implement House Bill 5629 and Senate Bill 1818, 89th Texas Legislature, 2025.

The amendments in §3.15(f)(2)(A) add a reference to Texas Natural Resources Code §89.029. The amendments in §3.15(f)(2)(A)(ii) add wording that an operator who is applying for a plugging extension for a well that has been inactive for at least 10 years to affirm that equipment associated with providing electric service has been removed. This new provision does not apply to equipment owned by an electric utility. The amendments to the Figure in §3.107(j) add the new penalty up to $25,000, as required in House Bill 2663, 89th Texas Legislature, 2025.

To implement House Bill 5629 and Senate Bill 1818, 89th Texas Legislature, 2025, various rules, 3 repeals and concurrent new rules were amended to Chapters 9, 13 and 14.

The adopted rules will become effective on December 8, 2025. The adoption notices will be published in the December 5 edition of the Texas Register.
