Below is a spotlight on Sunset legislation on the move as of May 2. Of note, there are seven Sunset bills that have passed both chambers or reported as being sent to the Governor. They are: Texas Board of Professional Geoscientists, Lower Colorado River Authority, Veterans’ Land Board, State Office of Risk Management, Finance Commission of Texas/Texas Department of Banking/Department of Savings and Mortgage Lending, Nueces River Authority, Guadalupe-Blanco River Authority, and the Red River Authority.

Heading to the Governor’s Desk

  • HB 1311 (S. Thompson) relating to the continuation and functions of the Texas Board of Professional Geoscientists was passed in the Senate on 5/01 and signed in the House on 5/02.
  • HB 1422 (Paddie) relating to the continuation and functions of the Texas Historical Commission was passed out of the Senate unanimously as amended on 5/02.
  • SB 606 (Watson) relating to the Lower Colorado River Authority, following recommendations of the Sunset Advisory Commission was sent to the Governor on 5/01.
  • SB 607 (Watson) relating to the operations and functions of the Veterans’ Land Board and the sunset review date for and programs administered by the board was passed out of the House on 4/29 with 142 ayes and 1 nay and is heading to the Governor’s desk.
  • SB 612 (Hall) relating to the continuation and functions of the State Office of Risk Management was sent to the Governor on 5/01.
  • SB 614 (Nichols) relating to the continuation and functions of the Finance Commission of Texas, the Texas Department of Banking, and the Department of Savings and Mortgage Lending was sent to the Governor on 5/01.
  • SB 625 (Birdwell) relating to the Nueces River Authority following recommendations of the Sunset Advisory Commission was sent to the Governor on 5/01.
  • SB 626 (Birdwell) relating to the Guadalupe-Blanco River Authority; following the recommendations of the Sunset Advisory Commission was sent to the Governor on 5/01.
  • SB 627 (Birdwell) relating to the Red River Authority, following recommendations of the Sunset Advisory Commission was sent to the Governor on 5/01.

Passed out of the House

  • HB 1326 (Flynn) relating to the continuation and functions of the Texas Military Department was passed out of Senate Defense & Veterans’ Affairs as substituted on 4/29 and placed on the intent calendar on 5/02.
  • HB 1442 (Paddie) relating to the continuation and functions of the Office of Consumer Credit Commissioner and the licensing and registration of persons regulated by that agency was placed on the Senate intent calendar on 5/02.
  • HB 1501 (Nevarez) relating to the creation of the Texas Behavioral Health Executive Council and to the continuation and transfer of the regulation of psychologists, marriage and family therapists was left pending in committee on 4/30.
  • HB 1504 (Paddie) relating to the continuation and functions of the Texas Medical Board was left pending in committee on 4/30.
  • HB 1520 (S. Thompson) relating to the continuation and functions of the Texas State Board of Public Accountancy was placed on the Senate intent calendar on 5/02.
  • HB 1523 (Nevarez) relating to the continuation of the regulation of land surveyors and the transfer of the regulation to the Texas Board of Professional Engineers and Land Surveyors was left pending in Senate Business & Commerce on 4/30.
  • HB 1535 (Flynn) relating to the continuation and functions of the State Securities Board was scheduled for a public hearing on 5/02.
  • HB 1540 (S. Thompson) relating to the continuation and functions of the Texas Funeral Service Commission was scheduled for a public hearing on 5/02.
  • HB 1545 (Paddie) relating to the continuation and functions of the Texas Alcoholic Beverage Commission was received in the Senate on 4/29.
  • HB 1962 (Lambert) Relating to the continuation and functions of the Texas State Library and Archives Commission was referred to Senate Business & Commerce on 4/15.

 Passed out of the Senate

  • SB 601 (Hall) relating to the continuation and functions of the Texas Veterans Commission was passed out of House Defense & Veterans Affairs on 4/17 and a committee report was sent to Calendars on 4/24.
  • SB 604 (Buckingham) relating to the continuation and functions of the Texas Department of Motor Vehicles and to the operations of certain other entities performing functions associated with the department was reported favorably as substituted on 5/01.
  • SB 608 (Watson) relating to the continuation and functions of the School Land Board was unanimously passed out of the Senate as amended on 4/30.
  • SB 615 (Buckingham) relating to the operations and functions of the Texas Windstorm Insurance Association and the sunset review date for and programs administered by the association was reported favorably as substituted on 4/30 in the Insurance Committee.
  • SB 616 (Birdwell) relating to the continuation and functions of the Department of Public Safety of the State of Texas, the conditional transfer of the driver licensing program to the Texas Department of Motor Vehicles was left pending in House Homeland Security & Public Safety on 4/24.
  • SB 619 (Birdwell) relating to the sunset review process and certain governmental entities subject to that process was received in the House on 4/30.
  • SB 621 (Nichols) relating to the transfer of the regulation of plumbing to the Texas Department of Licensing and Regulation was voted out of House Licensing and Administrative Procedures on 4/23 and a committee report was sent to Calendars on 4/24
  • SB 624 (Nichols) relating to the continuation and functions of the Texas Real Estate Commission and the Texas Appraiser Licensing and Certification Board was unanimously voted out of House Licensing & Administrative Procedures on 4/17 and a corrected committee report was sent to Calendars on 4/25.
