TEA has proposed a rule implementing parts of Senate Bill 12 (89R) requiring school districts and open-enrollment charter schools to notify the parent of a student enrolled in the district of any change in services provided or monitoring related to a student’s mental, emotional, or physical health or well-being.
The proposed rule was published in the Texas Register on June 26, 2026 and the public comment period on the rule is open until July 27, 2026.
