The Texas Water Development Board (TWDB) is conducting a public review and comment period before the approval and adoption of the draft State Fiscal Year (SFY) 2026 Drinking Water State Revolving Fund (DWSRF) Intended Use Plan (IUP) for SFY 2026 Lead Service Line Replacement (LSLR) funding.

The public review and comment period ends on Friday, February 27. The draft IUP is available online here. This draft IUP includes the ranked project priority lists—any DWSRF LSLR funding provided is dependent upon the outcome of TWDB’s review of the project details in a submitted application. The project rating details can be accessed here.

To present comments concerning the draft IUP, there are the following options:

  • Email comments with the subject line “Lead Service Line Replacement comments” to DWSRF@twdb.texas.gov
  • Complete an online survey
  • Mail written comments to: Marvin Cole-Chaney, Director of Program Administration and Reporting, Texas Water Development Board, P.O. Box 13231, Austin, TX 78711
  • Attend a public hearing on Tuesday, February 10, at 10:00 a.m. at the Stephen F. Austin Building, Room 172, 1700 Congress Ave., Austin, TX 78701.
