Allowance trades for 2025 compliance with Mass Emissions Cap and Trade (MECT) and Highly Reactive Volatile Organic Compounds Cap and Trade (HECT) Programs are due January 30, 2026. Trades must be submitted electronically through the State of Texas Environmental Electronic Reporting System (STEERS). Guidance for how to complete trades in STEERS is available on the Emissions Banking and Trading (EBT) Webpage.

The trade must be submitted and certified by the seller’s Authorized Account Representative (AAR) or an alternate AAR. Applications under the STEERS Working Area Records are not submitted and will not be processed.

A confirmation letter will be issued by STEERS via email once the trade has been completed and verified.

If you are the new owner of a site that is subject to the MECT or HECT Programs, you will need to submit a Change of Ownership application through STEERS. The Change of Ownership application must include a Portfolio Request Form in order to be processed.

Additionally, annual reports for MECT and HECT Program 2025 Compliance are due March 31, 2026. STEERS is now accepting 2025 MECT and HECT Annual Reports submissions.
