The Texas Water Development Board (TWDB) is accepting applications from contractors and participants for the Water Utilities Technical Assistance Program (WUTAP). The program helps eligible water and wastewater systems build their managerial and technical capabilities relating to applying for financial assistance from TWDB. Systems selected to participate will be matched with a pre-qualified contractor that will help create or update financial and managerial processes and procedures and other tools to put the system in a good position to apply for financial assistance for water or wastewater capital improvement projects.

Water and wastewater systems that want to participate must submit an application to TWDB using this form or by emailing a pdf of the application to WUTAP@twdb.texas.gov.

Firms interested in being considered as contractors for the WUTAP projects must reply to the Request for Qualifications (RFQ) on the Electronic State Business Daily website by 5:00 PM CST on December 9, 2025.
