The Texas Commission of Licensing and Regulation has adopted new rules regarding the procedural rules of the Commission and the Department. The new rules create a verification process for an applicant’s eligibility for licensure or license renewal.

The new rules are in accordance with federal law governing eligibility for professional and commercial licenses by requiring selected applicants to submit documentation demonstrating lawful presence in the United States, identifying acceptable forms of documentation, and providing that an application may be denied if sufficient documentation is not submitted.

More details on the rule changes can be found in the Texas Register. The updated rule will appear in the Texas Administrative Code when it becomes effective on May 1, 2026.

More information can be found on TDLR’s Rulemaking Actions webpage.
