In response to recommendations from the Sunset Advisory Commission and SB 200 (84R), functions of the Texas Health and Human Services (HHS) system were reorganized under the Health and Human Services (HHSC) agency with the goal of producing a more efficient, effective, and responsive system. As part of this transformation process, HHSC has been relocating and consolidating rules under a centralized framework in the Texas Administrative Code (TAC).

Effective July 31, 2024, rules located in Chapter 40 TAC relating to standard operating procedures for Social Services and Assistance under the Department of Aging and Disability Services (DADS) will be transferred to Chapter 26 TAC under HHSC.
