On November 13, 2015, DFPS published a proposed new rule related to the licensing of family residential centers as general residential operations (GROs) at 40 TexReg 8009. Subsequent to publication of the proposed rule, DFPS received a request from more than 25 individuals requesting a public hearing prior to the adoption of a final rule. DFPS is conducting this open meeting in order to obtain feedback from the public regarding the proposed rule. In order to allow the maximum number of individual comments, DFPS limits individual public testimony to 3 minutes per person. Written comments regarding the proposed rule may be submitted in lieu of, or in addition to, oral testimony through the expiration of the public comment period, which DFPS calculates as December 14th to allow for an additional business day of public comment.
