The Texas Health and Human Services Commission (HHSC) proposes amendments to 1 TAC §§354.1602, 354.1612, 354.1622, 354.1633, and 354.1634, concerning the Texas Healthcare Transformation and Quality Improvement Program, the repeal of §354.1635, concerning RHP Plan Modification and new §§354.1623, 354.1624, 354.1635, 354.1636, and 354.1637, concerning the Delivery System Reform Incentive Payment Program.
 
Program changes were necessary to enable the continued operation of the Delivery System Reform Incentive Payments (DSRIP) program. These amendments describe the additional requirements of the DSRIP program, clarifications of existing requirements, and reorganize the rules into a more logical form.
 
There are four major amendments to the transformation waiver rules. First, the process for regional healthcare partnership (RHP) plan modifications is clarified and moved to Division 3, concerning RHP Plan Contents and Approval. Second, the roles and responsibilities of the Independent Assessor are described. The Independent Assessor will conduct the mid-point assessment and ongoing compliance monitoring of DSRIP projects. Third, the amendments include the final form and valuation methodology for Category 3 DSRIP outcomes. Fourth, the amendments include a description of the effect of DSRIP project termination on previous DSRIP payments.

A public hearing is scheduled for July 23, 2014, from 10:30 a.m. to 11:30 a.m.  in the Brown-Heatly Building, Public Hearing Room, located at 4900 North Lamar Boulevard, Austin. The earliest possible date of adoption is August 10, 2014.
