The Texas Water Development Board met to approve resolutions from the City of River Oaks and West Wise Special Utility District totaling $28,430,000.

  • Commissioner Jackson– ACEC met and Austin. Leadership Corpus Christi was at the capitol, and met with Sen. Creighton, Hunter and Buckingham.
  • Commissioner Lake – Recognized the leadership commissions he got to visit with.
  • Commissioner Bruun – spent 24 hours in Washington for an advanced of Texas Water Association and 13th water day on the hill. All 38 offices hand delivered. Testified for senate finance. Thanked office of the governor and Charlie Geren’s office.

 
Consider approving by resolution a request from the City of River Oaks (Tarrant County) for a $7,000,000 loan from the Clean Water State Revolving Fund to finance planning, design and construction of improvements to the wastewater collection system.

  • City proposed to fix 9 miles of water pipeline
  • The water plant was built in 1953 and needs to be passed.
  • Director Jackson – good thinking on coming to the board on this issue.
  • Director Lake – total water loss is only 8%, which is the best we have seen. Is it a concentrated leakage problem?
    • No, it is a distance leak.

Consider approving by resolution a request from the West Wise Special Utility District (Wise County) for a $13,430,000 loan from the Drinking Water State Revolving Fund to finance planning, acquisition, design, and construction of a surface water treatment plant.

  • Water plant is over 40 years old.
  • The increaser regulatory water requirements
  • The water treatment plant is causing quality issues
  • District’s water source is lake Bridgeport
  • Safety concerns of treatment plant
    • Located near embankment of lake
    • The frequent transport, concerns have been expressed in order to relocate the treatment center.
  • Build new campus in Northeast area, Bridgeport does not have enough area to build campus
  • Due to the cost of treated water, user rates were estimated to increase by 155%
  • Propose to install automatic readers
  • Rates would be placed 60 priors
  • Public Utility commission would take authority; customers have 90 days to protest rates
  • Rate will be considered by TCEQ
  • Director Jackson – from facility standpoint, it is good to look at alternatives.
  • Director Lake – great community impact but has lots of challenges ahead of them
  • Director Bruun – it is a substantial increase, I’m afraid we are going to see these types of applications. But they are doing the rate study, and it stated it wouldn’t be much more than it. Entered support into record.

Consider approving by resolution a request from the City of Hudson (Angelina County) for a $4,295,000 loan from the Clean Water State Revolving Fund to finance construction costs for the replacement of the City’s wastewater treatment plant.
