DC insiders are reporting that Sens. John Kerry and Joseph I. Lieberman will unveil a long-awaited climate change bill on May 12th, without the participation of their former partner, Sen. Lindsey Graham. Graham had been the measure’s only Republican supporter and walked away from the talks over tension on immigration legislation.

 

Without Graham’s support or a small number of Republican backers, insiders do not believe the bill will advance.
