Beginning with the 2011 calendar year control period, the TCEQ Air Quality Division will implement revisions to the HRVOC Emissions Cap and Trade (HECT) program in Harris County as specified under revised 30 Texas Administrative Code Chapter 101 Subchapter H Division 6, adopted on March 10, 2010, and effective April 1, 2010. As part of the revised program, new allocations calculated according to the new methodology specified under §101.394(a)(1)(A) will be deposited into the respective portfolios of participating sites in Harris County on January 1, 2011.
In order to provide participating sites time to prepare for the new allocations, TCEQ has posted the allocations by site on the HRVOC Emissions Cap and Trade web page, linked below:
