The TCEQ has developed a website designed to disseminate information related to the TCEQ’s environmental flow rulemaking process as required by Texas Water Code Texas Water Code §11.1470.  You may find the website at the following address:

House Bill (HB) 3 and Senate Bill (SB) 3, 80th Legislature, 2007, require the Texas Commission on Environmental Quality (TCEQ) to adopt by rule appropriate environmental flow standards for each river basin and bay system in the state. The adoption schedule, as amended, requires environmental flow standards for the river and bay systems consisting of the Sabine and Neches Rivers and Sabine Lake Bay, and the Trinity and San Jacinto Rivers and Galveston Bay to be adopted by June 1, 2011.

A rule stakeholder meeting to provide informal comments to staff prior to the formal rulemaking process was held on Thursday, August 12, 2010, at the TCEQ. The informal comment period is now closed. However, there will be a 30 day formal rule comment period tentatively scheduled from November 19, 2010 through December 20, 2010 with a public hearing tentatively scheduled for December 16, 2010.
