HOUSE

The Committee Substitute for House Bill 1, the budget bill for the upcoming biennium, was passed out of the House this evening with 136 ayes and 10 nays. A total of 86 amendments were brought to the floor for deliberation. The total adopted amendments for each article not including the ones moved into Article XI were:

  • Article I – 17
  • Article II – 12
  • Article III – 17
  • Article IV – 1
  • Article V – 3
  • Article VI – 7
  • Article VII – 10
  • Article VIII – 2
  • Article IX – 1

HillCo clients who have access to Telicon can use the service to locate which amendments were moved into Article XI or contact HillCo for confirmation on specifics. CSHB 1 will now move to the Senate for further deliberation.

The House also passed the supplemental budget bill, CSSB 30, as amended with 147 ayes and 1 nay. A total of 4 amendments were adopted. CSSB 30 will now move back to the Senate where the bill will most likely move to a conference committee of both chambers to resolve the differences.

SENATE

This evening the Senate passed both SB 8, referred to as the Texas Parental Bill of Rights, and SB 9, referred to as the Teacher Bill of Rights.

SB 8 (Creighton), as substituted with 21 adopted floor amendments, passed with 18 ayes and 13 nays.

SB 9 (Creighton), as substituted and with 6 adopted floor amendments, passed with 22 ayes and 9 nays.
