Since 1876 over 600 constitutional amendments have gone before Texas voters and on November 3, 2015 there will be 7 more proposed amendments for Texans to vote on. Proposition 4 authorizes the legislature to permit professional sports team charitable foundations, which operate separately from the team, to conduct charitable raffles at every home game. Prop 4 will help fund professional sports team foundations’ charitable activities by allowing the teams to hold charitable raffles at every home game – rather than the twice per year permitted under current law. This measure would allow pro-team foundations to raise more money by holding charitable raffles at every home game and incentivizing fans since they will have the opportunity to give to a deserving charity while also having the opportunity to win a cash prize.
Prop 4 does not impact the taxpayers since the foundations are responsible for the cost of the raffles and for ensuring that 50% of all proceeds go to charity. Currently, there are 24 other states that host 50/50 raffles at their pro sporting events bringing in tens and even hundreds of thousands of dollars at each game for charitable activities by the sports team’s foundations.
