The State Auditor’s Office (SAO) has posted an audit report covering the Texas Commission on Environmental Quality’s (TCEQ) administration of the Texas Emissions Reduction Plan (TERP) grants. Overall, the SAO found the TCEQ had processes and controls in place for awarding grants, ensuring that grantees comply with program requirements, and recovering funds from noncompliant grantees for the TERP grants. In addition, the Commission made appropriate eligibility determinations for Emissions Reduction Incentive Grants (ERIG). However, the SAO also suggested that the TCEQ strengthen certain processes and controls, including accurate completion of application and disposition reviews, consistency in applying scoring criteria, and improving monitoring and follow up with noncompliant grantees.
