Proposed

  • Chapter 9: Property Tax Administration – The Comptroller proposes the repeal of the chapter concerning the use of electronic communications for transmittal of property tax information. This chapter will be repealed and replaced with a new chapter. The new rule requires a tax office must implement a process for receipt and delivery of electronic communications. Property owners must submit a form for communications, the tax official must have a portal on their website were property owners can submit their forms. Earliest possible date of adoption: November 3, 2024.

Proposed

  • Chapter 354 Medicaid Health Services – HHSC adopts amendments related to aligning Medicaid coverage of vaccines for adults with federal requirements of the IRA 2022. CMS issued guidance in June 2023 requiring Medicaid programs to cover vaccines and their administration. States were directed to add coverage for all ACIP-recommended vaccines for adults, including vaccines solely for travel to or from foreign countries. The adopted rule removes the exclusion of all FDA-approved and ACIP-recommended vaccines used solely for travel to or from foreign countries as a Medicaid benefit for the adult population. Effective date: October 7, 2024.

  • Chapter 151 Commissioner’s Rules Concerning Passing  Standards for Educator Certification Examinations – TEA adopts amendments specifying the  satisfactory scores for the examinations for English Language Arts and Reading 7-12; Health Early Childhood (EC)-12; Physical Education EC-12; edTPA: Elementary Literacy; edTPA: Elementary Mathematics; edTPA: Early Childhood Education; edTPA: Elementary Education-Mathematics with Literacy Task 4; and edTPA: Career and Technical Education and remove Pedagogy and Professional Responsibilities for Trade and Industrial Education 6-12. Effective date: October 8, 2024.
