Texas Health Reinsurance System Board of Directors Special Meeting 1. Call to Order. 2. Review and vote on minutes of the February 07, 2017 board meeting. 3. Discussion and possible action based on enactment of SB 1171-ENR-85R captioned "Relating to the suspension and reactivation of the operation of the Texas Health Reinsurance System". In particular, the board will: a. Consider a "Plan of Suspension" to facilitate suspending the operations of the Texas Health Reinsurance System ("System"). b. Consider amendments to the System's current "Plan of Operation" particularly related to making amendments that would be consistent with suspending operations of the System. c. Consider such other matters as may be required or desirable in achieving suspension of operations of the System. In particular, the board will solicit advice and comments from staff of the Department of Insurance, staff at Pool Administrators Inc. (the System's third-party administrator), and from interested stakeholders. d. Upon final discussion, the board anticipates voting for approval of a Plan of Suspension, for approval of amendments to the Plan of Operation, and for taking other actions found to be necessary or desirable to accomplish suspending the operations of the System. The board further anticipates voting for approval to authorize the chairman to present the Plan of Suspension, amendments to the Plan of Operation, and possibly related documentation to the commissioner of insurance, or to the deputy commissioner authorized to act on behalf of the commissioner, for approval, subject to the commissioner or his authorized deputy commissioner acting with delegated authority providing notice and public hearing. 4. Announcement of any business items for the next board meeting agenda that will require discussion and possible action. 5. Discussion and possible action to set the date for the next board meeting. 6. Proposed Payment Rates. Hearing. The Health and Human Services Commission (HHSC) will conduct a public hearing to receive public comment on proposed payment rates for the 24-Hour Residential Child Care (24 RCC) program, Treatment Foster Family Care, Integrated Care Coordination, Temporary Emergency Placement, Case Management, Family-based Safety Services and payment rates for Single Source Continuum Contractors under community-based foster care. The hearing will be held in compliance with Title 1 of Texas Administrative Code (1 TAC) §355.7103(a)(2), which requires public notice and hearings on proposed 24RCC reimbursements. HHSC will broadcast the public hearing. The broadcast will be archived and can be accessed on demand. Proposal. HHSC proposes to increase payment rates for certain services for the 24 RCC program and to establish new payment rates for Treatment Foster Family Care, Integrated Care Coordination, Temporary Emergency Placement, Case Management, Family-based Safety Services and community-based foster care. The payment rates are proposed to be effective Sept. 1, 2017, and were determined in accordance with the rate setting methodologies listed below under "Methodology and Justification." Methodology and Justification. The proposed payment rates were calculated in accordance with 1 TAC: §355.7103, which addresses the reimbursement methodology for the 24 RCC program, Treatment Foster Family Care, Integrated Care Coordination, Temporary Emergency Placement and community-based foster care; and Proposed new §355.7109, which addresses the reimbursement methodology for Case Management and Family-based Safety Services. Briefing Package. A briefing package (link is external) describing the proposed payment rates will be available at on or after July 30, 2017.
