Lieutenant Governor Dan Patrick has made the following appointments to the Sunset Advisory Commission:

  • Sen. Cesar Blanco
  • Sen. Mayes Middleton
  • Sen. Kevin Sparks
  • Public Member – Roger Elswick, of Houston, is the president and owner of Elswick Automotive in Baytown. He previously served as the divisional vice president of Sonic Automotive in Houston. He is a board member for the National Automobile Dealers Association and is the former director of the Texas Automobile Dealers Association. He also serves as a board member of the Baytown Chamber of Commerce.

Of note, two of these appointments are expected to fill the unexpired terms of two sitting senate Sunset Advisory Commission members. The Sunset Commission is made up of five Senators, five Representatives, and two members of the public, appointed by the Lieutenant Governor and the Speaker of the House. In previous sessions, Speaker Phelan has made Sunset Commission appointments nearer to the start of the legislative session. The position of chair rotates between the House and the Senate every two years.

The Sunset Advisory Commission conducts regular reviews of state agencies that are scheduled to be abolished by the Texas Sunset Act. After holding public hearings on each agency, the commission issues a report to the legislature with recommendation on whether the agency shall continue and, if so, makes recommendations for positive improvement.
