The Texas Commission on Environmental Quality (TCEQ) has released the Beneficiary Mitigation Plan for Texas describing the allocation of funds within Texas as part of the Volkswagen Clean Air Act settlements. Aspects of the plan have been changed in response to public comment, including funding allocation percentages, increasing the number of areas covered, and increasing cost limits for governmental projects.
Funding is available under the plan to the following areas:
- Dallas-Fort Worth Area
- Houston-Galveston-Brazoria Area
- San Antonio Area
- Austin Area
- El Paso County
- Bell County
- Beaumont-Port Arthur Area
Of the $209 billion allocated to Texas, the plan outlines that 4% will go to estimated administrative costs, 15% to statewide funding for light duty zero emission vehicle supply equipment, and 81% to the areas listed for replacement or repower of certain older vehicles and equipment, as well as shore power projects for ocean-going vessels.
