In January, the Texas Education Agency posted five proposal solicitations related to the implementation of HB 1605. The award of these proposals will have an impact on school districts once the projects are fully implemented, starting this year. For example, two proposals posted January 10 request vendors to develop K-12 vocabulary lists and K-12 literary works lists, as called for in HB 1605. Both of these proposals require vendors to convene workgroups to provide feedback on drafts. The K-12 literary works lists are anticipated to be completed for the State Board of Education August 2024 meeting. The K-12 vocabulary lists are anticipated to be provided to the SBOE during the November 2024 meeting. Educators may want to be aware of the potential call for work group volunteers late this spring or summer. These lists of literary works and vocabulary, once they are approved, will certainly impact districts’ instructional materials and curriculum guides.

Another proposal posted January 16 offers publishers and content providers three opportunities to provide Open Source Educational Resources: they may submit existing products, develop customized products to TEA specifications, or revise and customize existing TEA OER content available here: TEA Available Instructional Materials | Texas Education Agency    The selection of vendors for this RFP could potentially affect the OER content available from TEA for districts to use next year.

A proposal posted on January 2 calls for Planning and Implementation Supports for HQIM. This proposal requests support with strategic planning, project management, training and coaching, and evaluation services related to High Quality Instructional Materials. A vendor selected for this solicitation may offer resources to local districts to support HQIM implementation.

Lastly, a proposal posted January 12 calls for a new Instructional Materials Procurement System to replace EMAT. This new system will have additional capabilities to support the implementation of HB 1605.

As these projects are awarded, districts can expect communications from TEA regarding the impact to local districts.
