Fiscal Matter and General Appropriations

On June 3, 2011 the Senate chamber passed out both SB 1, the fiscal matters bill, and SB 2, the general appropriations bill technical fix.

SB 1

Duncan/ Shapiro

Relating to certain state fiscal matters; providing penalties. The bill is expected to generate $3.5 billion to help balance the 2012-2013 budget, a large portion of that funding comes from deferral of a school payment. The bill also enacts changes that lower by $4 billion the amount needed to fund districts under current law. Passed as amended with 19 ayes and 12 nays.

SB 2 (CS)

Ogden

Relating to appropriating money for the support of state government for the period beginning September 1, 2011, and ending August 31, 2013; and authorizing and prescribing conditions, limitations, rules, and procedures for allocating and expending the appropriated funds; and declaring an emergency. Passed with one floor amendment, 22-11.

Education and Health Care

On June 3, 2011 the Senate also passed out SB 7 and SB 6.

SB 7

Nelson

Relating to the administration, quality, efficiency, and funding of health care, health and human services, and health benefits programs in this state; providing administrative and civil penalties.

Passed 31-0

SB 6

Shapiro

 

Relating to the foundation curriculum, the establishment of the instructional materials allotment, and the adoption, review, and purchase of instructional materials and technological equipment for public schools; providing penalties. Passed with one floor amendment, 31-0.

June 6, 2011 Regular Order of Business

Today, the Senate will consider the following bills in its regular order of business:

SB 8

Shapiro/ et al.

Relating to the flexibility of the board of trustees of a school district in the management and operation of public schools in the district.

SB 4 (CS)

Seliger

Relating to the composition of the congressional districts for the State of Texas.

The Senate will reconvene at 3:00 pm today.

House

Bills voted out of House committees last week and expected to be on the House Floor this week:

SB 1 (Duncan), fiscal matters bill, was heard in House Appropriations on Saturday and voted out favorably as substituted. Although there was discussion of amendments, none were adopted in the committee. All amendments will be laid out on the House floor.

SB 2 (Ogden) relating to appropriating money for the support of state government for the period beginning September 1, 2011 and ending August, 2011 was heard in House Appropriations on Saturday. The bill was voted favorably from committee as substituted.

SB 7 (Nelson), health care cost containment, was heard in House Appropriations on Saturday and voted favorably from committee as substituted.

HB 13 (Kolkhorst) was heard on Friday morning in House Appropriations. The bill would ask Washington for a block grant to fund Medicaid as Texas sees fit. The bill passed out of committee 17-2.

HB 6 (Eissler) relating to foundation curriculum the establishment of the instructional materials allotment, the adoption review, and purchase of instructional materials and technological equipment for public schools, and assessment. The bill was reported from the House Committee on Public Education on Friday.

The House will reconvene today at 1:00pm.
