Texas legislators made a significant, historic commitment to quality early childhood education by funding the Early Childhood Allotment in HB3. Their challenge in the 87th session will be to preserve that funding given the recession resulting from the pandemic. NIEER (National Institute for Early Education Research) released a special report examining funding cuts that took place after the 2008 recession, and the long term impact on funding. They concluded: “Of 39 states (including the District of Columbia) with public pre-school programs in 2007-8, 25 spent less per child on state funded preschool in 2018-9 than before the Great Recession, after adjusting for inflation.
