Proposed Medicaid Payment Rates for Supported Employment and Employment Assistance for the Youth Empowerment Services Waiver Program. Hearing. Health and Human Services Commission (HHSC) will conduct a public hearing on January 21, 2016, at 9 a.m. to receive public comment on proposed revised payment rates for the Youth Empowerment Services (YES) waiver program operated by the Department of State Health Services (DSHS). The proposed rates will be effective February 15, 2016. Methodology and Justification. HHSC calculated the proposed payment rates in accordance with the rate setting methodologies codified in the TAC Title 1, §355.9060 (relating to reimbursement methodology for the Youth Empowerment Services waiver program).
