- Burrows – “Members this is the house joint resolution giving the voters the option in an election to vote on a sales tax swap to do property taxes. Members, the committee substitute is dollar for dollar, it is 100% committed. There had been a previous version that was 80/20, the committee substitute that has been laid out is dollar for dollar; and, again, is going to give everybody the right to vote.”

- The bill was voted out of the House and Ways Committee, as substituted, with 6 ayes and 2 nays.

- Burrows – “Members this is the enabling legislation for HJR3. Similar to the HJR, this is the 100% sales tax swap so that the voters will have the opportunity to decide if they want a penny increase – and all of that will be committed to buying down property taxes.”
- CS adopted.
