The House Ways & Means Committee met on May 1 to take up and vote on a number of bills. This report covers the lay out and vote on HJR 3 and HB 4621, relating to property tax relief.

Chair lays out HJR 3 (Huberty) as pending business.

  • CS laid out.
  • Burrows – “Members this is the house joint resolution giving the voters the option in an election to vote on a sales tax swap to do property taxes. Members, the committee substitute is dollar for dollar, it is 100% committed. There had been a previous version that was 80/20, the committee substitute that has been laid out is dollar for dollar; and, again, is going to give everybody the right to vote.”
  • CS adopted.
  • The bill was voted out of the House and Ways Committee, as substituted, with 6 ayes and 2 nays.

 

Chair lays out HB 4621 (Huberty) as pending business.

  • CS laid out.
  • Burrows – “Members this is the enabling legislation for HJR3. Similar to the HJR, this is the 100% sales tax swap so that the voters will have the opportunity to decide if they want a penny increase – and all of that will be committed to buying down property taxes.”
  • CS adopted.
  • The bill was voted out of the House and Ways Committee, as substituted, with 6 ayes and 2 nays.
