Senate 

The Senate gaveled in shortly after 2:00 p.m. and recessed until 6:30 p.m. the same day. After reconvening, the Senate adjourned until Sunday, August 29 at 5:00 p.m.

The Senate refused to concur on House amendments to SB 1 (Hughes) relating to elections and moved to send the bill to conference for further deliberation. Conferees: Sens. Hughes (Chair), Bettencourt, Buckingham, Creighton, and Lucio.

SB 89 (Nelson) relating to making supplemental appropriations relating to border security and giving direction regarding those appropriations was referred to Senate Finance and scheduled for a public hearing on 8/30 at 10:00 a.m.

SB 90 (Hughes) relating to censorship of or certain other interference with digital expression, including expression on social media platforms or through electronic mail messages was referred to Senate State Affairs and scheduled for a public hearing on 8/30 at 10:00 a.m.

SB 91 (Bettencourt) relating to a temporary reduction in the maximum compressed tax rate of a school district and the form of the ballot proposition to be used in an election to approve a tax rate was referred to Senate Finance.

House

SB 1 (Hughes et al.) relating to elections was finally passed as amended (80-41) on 8/27. Amendments to the bill included directing the Secretary of State to check voter rolls and modifications bringing the House committee language closer to the Senate version of the bill in requiring driver information for curbside voting, creating civil actions against candidates for violations of bill provisions, and video surveillance of counting and ballot board proceedings in certain counties, among other provisions.

SB 8 (Bettencourt et al.) relating to the authority of a person who acquires a residence homestead to receive an ad valorem tax exemption for the homestead finally passed (121-0) on 8/27.

SB 12 (Bettencourt et al.) relating to the reduction of the amount of a limitation on the total amount of certain ad valorem taxes finally passed (121-0) with one clarifying amendment on 8/27.

SB 13 (Huffman et al.) relating to dates of certain elections to be held in 2022 finally passed (96-25) on 8/27.

HB 9 (Bonnen) relating to making supplemental appropriations relating to border security and giving direction regarding those appropriations passed to third reading (81-38) with 3 adopted amendments on 8/27.

SJR 3 (Huffman) proposing a constitutional amendment requiring a judge or magistrate to impose the least restrictive conditions of bail that may be necessary and authorizing the denial of bail under some circumstances passed to third reading (82-34) with 1 adopted amendment on 8/27.

HB 7 (Landgraf) relating to the transportation, storage, or disposal of high-level radioactive waste passed to third reading with 1 adopted amendment on 8/27.

HB 20 (Cain) relating to censorship of or certain other interference with digital expression, including expression on social media platforms or through electronic mail messages passed to third reading (76-44) with 1 adopted amendment on 8/27.

SB 15 (Taylor) relating to virtual and off-campus electronic instruction at a public school, the satisfaction of teacher certification requirements through an internship teaching certain virtual courses, and the allotment for certain special-purpose school districts under the Foundation School Program passed to third reading (115-3) with 3 adopted amendments on 8/27.

SB 6 (Huffman) relating to rules for setting the amount of bail, to the release of certain defendants on a monetary bond or personal bond, to related duties of certain officers taking bail bonds and of a magistrate passed to third reading (82-37) with 6 adopted amendments on 8/27.

SB 7 (Huffman) relating to a one-time supplemental payment of benefits under the Teacher Retirement System of Texas passed to third reading 8/27.
