Governor Abbott Expands Third Special Session Agenda

Governor Greg Abbott issued a proclamation expanding the Special Session #3 to include additional school finance, such as teacher pay raises, school safety, and special education.

Bills on the Move

The Senate concurred on House amendments to SB 7 (Middleton) relating to prohibiting a private employer from adopting or enforcing certain COVID-19 vaccine mandates; authorizing an administrative penalty on 10/31.  These amendments 1) defined contractor as a person who exchanges work for a benefit and 2) increased TWC’s administrative penalty. The bill will now move to the governor’s desk.

The House passed SB 4 (Flores) relating to the punishment for certain criminal conduct involving the smuggling of persons or the operation of a stash house on 10/26 (92-54) with no amendments. On 11/2 the bill was sent to the Governor.

The Senate has placed HB 4 (Spiller) relating to prohibitions on the illegal entry into or illegal presence in this state on their calendar for 11/2.

HB 6 (Jetton) Relating to making an appropriation for the construction, operation, and maintenance of border barrier infrastructure was referred to Senate Finance on 10/26.

SB 1 (Creighton) Relating to the establishment of an education savings account program was referred to House Educational Opportunity & Enrichment on 10/13.

SB 11 (Birdwell) Relating to the creation of the criminal offense of improper entry from a foreign nation was left pending in House State Affairs on 10/16.

SB 2 (Creighton) Relating to a local optional teacher designation system implemented by a school district, a security officer employed by a school district, the basic allotment and guaranteed yield was received by the House on 10/13 and has not been referred to committee.

The Senate passed SB 6 (Huffman) relating to an appropriation for border security on 10/31 with no amendments. The bill appropriates $1.54b to the Trusteed Programs within the Office of the Governor for the purpose of providing funding for border security operations and the construction, operation, and maintenance of border barrier infrastructure. Of the $1.54b, $40m will be transferred to DPS for border security operations. The bill will move to the House for further consideration.

HB 23 (Geren) Relating to the creation of the criminal offense of improper entry from a foreign nation.

HB 83 (Cain) Relating to the punishment for certain criminal conduct involving the smuggling of persons or the operation of a stash house.

HB 114 (Bumgarner) Relating to creation of the criminal offense of improper entry from foreign nation.

HB 117 (Lujan) Relating to the punishment for the criminal offense of operation of a stash house.
