House

Until the House has quorum they will continue to gavel in for the “call of the House” and distribute slips for members present to leave and return. After they gavel in, they will stand at ease for a time certain each day, since recessing is not in order during a call of the House.  There will be no committee meetings or bills moving on the House side until/unless they have quorum.

August 6th is the last day both chambers can meet for the First Called Special Session.

Senate

On 7/16 Lt. Governor Dan Patrick highlighted the Senate has passed all bills on the Special Session Call, but that conversations on certain financial issues could still be had. The Senate continues to gavel in/out and have the potential to bring up new bills as long as they have a quorum. Bills can be filed that are NOT related to the call but generally, a bill will not progress far if the subject is not on the call. The Governor may expand his call to include any additional topics at any time.
